Description
This is how I believe Altaria could turn out with a Regional Form in no particular region, taking inspiration from Storm Clouds, of which many other who designed a Regional Form for it like those I follow seem to believe as well. To be honest though I myself don't really know of any other sorts of clouds that would look best suited for Altaria, Snow Clouds for one wouldn't be able to differ it's appearance from Regular Altaria.

It's Typing
Since this Regional Form of Altaria is based off a Storm Cloud, it's Primary Type is Electric instead of Dragon.

How it Compares to Regular Altaria
It's not very cheerful compared to Regular Altaria, and it can actually produce lightning when in a bad mood.

Much like Alolan Raichu, Alolan Exeggutor, Alolan Marowak, Galarian Weezing and Galarian Mr. Mime, this Regional Form of Altaria evolves from a Regular Version of it's pre-evolved form.
