Description
Odd choices were made for time trial staff ghosts in the Mario Kart 8 Booster Pack, so I figured I should list every character that didn't get to be a 150cc or 200cc staff ghost of anything, along with those that didn't get a shot at all. Basically this all comes from over representing certain characters.
