Nope, it's not just you. I tried to make it look like she's wearing a poncho like thing, but equal in length everywhere, since she wouldn't need any sleeves.
And the wings do "bleed" into it. So it is vague, I agree.

I really like the use of negative space in the wings, where it has the rectangular and square-ish places. It really brings the cyber into the pic (the hexagon windows at the top say 'cyber' too) and it could still be mistaken for a fantasy genre picture if it's only a quick glance from the viewer or seen from far away. The cyber elements pop out more when you take a closer look.Β
