Shameless-to-Prowl is a Forerunner Promethean and the second-in-command of Eibon's Unleashed Warriors.

The younger sister of Prospect-to-Darkened-Moons, Shameless and her brother both possessed a unique mental connection that kept both completely aware of the other's location and conditions. Both were trained as Warrior-Servants and eventually became sibling Prometheans of individual aspects: while her brother mastered in the skills of long-range weaponry and assassination expertise, Shameless showed more signs of a commander, often giving her older brother orders to follow during their training.

When the Forerunners waged war against humanity, Shameless and Prospect were both place under the command of Resonance-through-Unity, a powerful and respected Promethean far older than either one of them. While serving under Resonance, having displayed efficient skills in leadership as well as professional patrol and scouting routines, Resonance chose Shameless as his second-in-command and team scout from thereon out. During the war, Resonance grew so close to the six Warriors under his command that he granted them the use of a personal serum that would unleash a temporary mutation into powerful new forms, and dubbed this unit the Unleashed Warriors. When "Unleashed", Shameless' armor shifts from common silver to white and burning orange, and her rage makes way for enhanced speed and tactical performing, meaning that she can nearly run and travel at the speed of a bullet and her talents with a Boltshot make her a deadly gunslinger.

After the war, Shameless and her brother continued to serve as Prometheans until reuniting with Resonance, now calling himself Eibon, along with his new following of Forerunners simply called the new Unleashed, who view him as a prophet of peace: seeing the good he's doing for the people of the Unleashed, both Shameless and Prospect wished to continue serving under Eibon as his personal guard, with Eibon granting them and the other Unleashed Warriors full command of the Unleashed future Builder Security force during the construction of the Shield World Homunculus. But when Homunculus was almost destroyed by the Flood, forcing Eibon and the rest of the Unleashed to exile themselves within the installation, Shameless and the other Unleashed Warriors requested to be placed in exile on the surface, to be discovered by future civilizations and revive their purpose. With that, Eibon had each placed within their own Cryptums and hidden away in isolated locations on six of Homunculus' seven continents: Shameless' Cryptum was placed in an underground tomb at the heart of Luxuria, Homunculus' second largest continent of many ecosystems, and she would remain in hibernation by 2558, even with humanity and several other races now having built massive metropolises above her resting place.
