Paint Tool Sai is great! Even the creators of Winx use it. xD
I use Illustrator for the outlines (just because Sai doesn't work well on Mac) and Photoshop for coloring and effects.Β

You need to pay for both programs. ^^
They can be found onΒ www.adobe.com/
But especially Illustrator is difficult for beginners and it takes time to get used to all the tool and how the program works.Β
