I can see her being the one who made those. She also made Dana's gauntlets. And as a big coincidence, it turns out she made Maple's cannons as well. A shop in Charus City bought some weapons from her to resell.

So it's not like her business is limited to one city.
The reason I'm having Maple have weapons from the same creator as Sable is because I wanted to do something like those twin studies, where twins separated at birth have similar habits and interests.
