Damn, that looks definitely broken.
I'm not sure, but it may have worked for me because I spawned the heavies as animated props (or dynamic props) instead of normal ragdolls via the spawnlist.
You might wanna try that again with the Animated Props Tool from the workshop.
If it's still broken then, it's nothing I can help you with.
