It's entirely likely that I was waaaay too subtle with a lot of the plot in this, or just jambled it all up and didn't show enough of it. Most of the plot here is implied to have happened "off screen"
the gist is that "beating the elite four" is used as a marketing ploy to get kids to go out and be trainers to pay into the War Economy and it works well as long as the kids never get too close to actually beating the Elite Four, but Edgar and Darcy (Bird and Tyrone) have gotten WAY TOO CLOSE and the Government is freaking out because they've never had to deal with this before

That is definitely some subtle backstory I don't remember reading much through the story, but it's DEFINITELY an interesting one; what you could do is to make a separate page on PENA explaining all the loose ends and "off screen" events in the plot so far, that way, it doesn't seem like you're forcing plot into the regular comic run
