Different area, or different faction, or even a different era. Any number reasons why this could exist in a common setting.

The Bonesuit really came about once humanity moved beyond the boring old Milky Way galaxy. Biotek replaced a lot of technologies, but there would still be equivalents to a lot of those old techs. Tanks are useful for protecting key locations against threats, and with a factory producing them, fairly 'cheap' to make as well.

In truth, I think I just drew this as a little exercise in design, not attached to any particular setting.
