Description
Byakko used Spark to brew up a storm!The storm provided wind and a blinding light, which reveals Byakko's evolved form! The winds of Change. Literally.
Byakko evolved into Luxray/Hoopa (bypassing the middle Luxio/Hoopa evo because I had no idea what to do with it and it's allowed, forgive me)
Byakko gained... I have no idea how many levels, because if we go by frames, this has 164 frames and I don't think that'd be fair >> Mods, halp? How do I even.... Let me know.

Edit: forgot to add the sparks in the clouds, added them in.
Edit 2: Levels!
Full body, no shading, simple background, complex animation = 10lvls x 2 (since there's two pictures - pre evo and post evo) = 20 lvls!
