The bright mind with the curved figure, and the real brains behind the political power of Townville, despite hardly ever seeing her face. Here she is Ms. Sara Bellum.

Ms. Bellum, unfortunately, never made it in game for most likely two reasons. One would be the issue of putting a character that was mostly just made for eye-candy humor jokes and having something like that in a game for kids would be a challenge. It's not a good excuse but one that I think would have been given. And two, programming a character whose face from be hidden at all time, especially in a 3D enviroment, would be especially hard to near impossible. So she never got an ingame model, depsite the Mayor being there himself. But she got a hidden easter egg in the Townville Park with a statue that, conveniently, had her head cut off.
