Probably from the sudden loss of mass and weight... that would be a big concern with these sort of transformations, wouldn't it? What about the theory of conservation of mass? Is that in play here?

Wasn't aimed at any particular time period. More to do with the fact that I suck at drawing hair. (Among many other things.)

How about these ideas?
(1) The cop is acting too much like one of those he-man cops. Let's smash that pride into pieces!
(2) The cop was chasing a crook, then the crook used an advanced weapon he stole to turn the cop into a woman. The crook then flirts on "her."
BTW, ill-fitting clothes transformations are awesome!

Yeah, the ill-fitting guy clothes on a shapely gal is always nice. Maybe another newly-female person could show up to commiserate, or a kindly lady show up to console the transformee. Not that any of these are necessary: the before and after versions tell the story well enough.
