Yeah, it's only in the actual game itself where Xeno Goku says SSB Goku is a step above him; in both the anime, and more so the manga, the two of them are shown as complete equals. Granted, the anime then makes Xeno Vegetto clearly above Vegetto Blue based on the SS3 Cumber thing, whereas the manga goes with MUI Goku having to bail Xeno Vegetto out against SS3 Cumber...

well Xeno Goku isn't GT Goku. He can be even weaker than GT. And SDBH isn't canon to GT and DBS. It doesn't shows correct power scalling between GT and DBS.
MUI can be faster than SSJ4 but SSJ4 have adaptation and he can get used to MUI battle style during their theoretical battle. I also believe that SSJ4 has stronger Ki attacks expecially x10 Kamehameha and Ru ken (Dragon Fist). If MUI won't dodge these Ki ultimates he will be destroyed.
Also MUI has time limit and SSJ4 don't. So to my mind even if SSJ4 has no God ki, he is still stronger. And he has much better design and idea than God forms and UI states

well i can call this time limit. Goku lost to Jiren 1 vs 1 in DBS because he got hurt after using MUI to much and became normal. In SDBH Goku also wasn't able to keep MUI for a long time

SSJ4 is confirmed to be lower than SSG, Ultra Instinct is incomparable to that. This doesn't even need feats to compare, its only logical. I don't hate GT or SSJ4, it actually looks cool, but face the reality, its nowhere near to any new form introduced in Super.
