No, she really isn't.
The war with the Dominion was never Siskos idea. Picard never wanted to lead the Borg and in the end triumphed OVER their control.
Sisko and Picard are in absolutely no way similar to Janeway. They were good. strong upstanding Captains in the face of adversity. Janeway was a sociopath, pure and simple. Only Captain that might be worse was Archer.
The only real reason she was made Admiral was so Starfleet could stick her behind a desk, away from the bridge of a starship so she couldnt wreak havoc across the Alpha Quadrant like she did the Delta.
