No matter what I say here, Rotor isn't weak at heart but he is really affected by his past here instead of how you know him. However still I hope I didn't make the changes too edgy

Bio
Born in a icy part of the world (refuses to say exactly where), Rotor is a young mechanical genius who had a knack for weapons. His father did not like this and for that matter did not like him. His mother died because of his fathers stubbornness (he didn't learn this until much later). he built up the courage to leave home and live down in South island. He has been helping out with the war efforts ever since, treating the Freedom fighters as dear family

Personality
Rotor is a bit of a sad sack after hearing of his fathers deeds and thinking about home. He very depressed, shy around girls and has a low self esteem issue when it comes to himself. When he isn't around his friends or helping them fight Eggman, Rotor is usually in the back, dark corner of the workshop. When he thinks no one is around, he starts sobbing. He is always tinkering and building functional weapons to take his mind off his past only to finish them and start sobbing again. If he is reminded of his father at anytime, he gets upset and sob even more since part of him wants someone of his own blood to be proud of him again. The only time he is out when not on his friends request is lunch and dinner. Other than that the workshops and warehouses are his second homes, falling to sleep on some weapon he is building.
Talking about weapons makes him really happy and he will go at length to describe them. He also likes modifying weapons. He is very brave, despite his sadness, and is more than willing to try his new traps and weapons on the field.

Ability/Powers
Rotor is a very good underwater and on land fighter. He is also pretty strong after years of dealing with heavy weapons and he wields around a giant wrench, using it to hook, pin and whack enemies. Rotor is a mechanical genius, but he specializes in weapons. He doesn't have a favorite, so he just tries his hand at hand-to-hand combat. He is pretty slow, but his belly slides can get him to close the gap between his enemies and him. If that doesn't work, he just hurls the wrench at high speed.
He seems to have no special weaknesses and is resistant to fire and water attacks.

Rotor is slowly becoming to look like his father via eyes, build and preference of a hand weapon not a gun...don't tell him that.

Rotor has worked on and built tanks and weapon wagons in a secret bunker. He was told not to build any more of these for they were too dangerous and hopefully no one in South Island will ever have to use them. They keep them around just in case.

Rotor tries not to sob in public, but when he does he puts his hand over his eyes. This isn't to hide his tears but a reflex because his father used to freeze his tears to his tear ducts and that was very painful.

Rotor's big wrench is not supposed to be practical but he made it such. You can know the wagon/tank is his if you look for an oversized nut and bolt
