Ancient GearLevel 2 EARTH Machine/Effect
If you control no monsters, you can Special Summon this card (from your hand), also you cannot Special Summon monsters from the Extra Deck for the rest of this turn, except Fusion Monsters. If you control an "Ancient Gear" monster, you can Special Summon this card (from your hand). This card cannot be Tributed, except for a Tribute Summon of an "Ancient Gear" monster.

>Its a part of my little "project", or something like that. I haven't figured out how to call it yet. Basically the point is to make Ancient Gears great again! ("We're going to build a deck and make Xyz pay for it!") Or at least passable. Why? Because Fusion Dimension is the best Dimension, duh.

Yup. If by both ways you mean it can be special summoned in two different ways just by its own effect.

Not really. It's not that great when compared, for example, with Speedroid Terrortop or Super Quantum Red Layer. It's actually pretty mediocre, because it cannot even provide a good tribute source outside of Ancient Gear deck and shuts down any potential plays, outside of fusion plays, if you special summoned it with its first part of effect. And Ancient Gears really need to be able to use such tribute source.
Over all, its more balanced that it may seem.
