Noting the fear in her eyes, her perked up shoulders... obviously afraid of what is about to happen. Presumably, I would have to say that this scene depicts a situation where her normal hairdresser isn't available but she is instead pressured into the chair of another, someone who she doesn't full trust with her hair. But once she's in the chair, she's afraid to get out of it.

Never have I ever everWendy sniggered when her turn came. "I don't know..." she ran her hands through her shoulder length, perfectly trimmed blonde hair. An idea struck her as she did so. "Oh! This one's easy. Never have I ever ever gone a year without a haircut."
She looked around the room at the group of giggling college freshmen. "Oh come on, that was too easy, this is supposed to..." Daphne, another freshman, trailed off as they watched one of the girls slowly lift her hand and put her finger on her nose.
Aurora, a shy girl with a massive red ponytail, was signaling that she had in fact gone that long. "Outcast!!" the other five girls shouted in unison.
"Oh gosh," Wendy giggled nervously. The rule was, if she managed to single someone out like this, she could make them do anything. But what to do?
"Aurora, is that true? Have you really gone an entire year without a haircut?" Felicia asked.
