If you're talking in game terms, then the female player character was actually named Leaf. Blue was the name of the rival character.
But then came the manga and fucked everything up, just to piss people like me off. In the manga, the equivalent of Leaf is named Blue, and the equivalent of Blue is named Green. The reason for this is that the manga is Japanese, and in Japan the rival's name was always Green (due to Japan having Red and Green Versions, as opposed to Red and Blue Versions, and Blue Version instead of Yellow Version, although Yellow Version came out there later anyway). Thus they named the female character Blue (being the only remaining color from Generation I, not counting Yellow), and things have been a mess since then due to the fact that two characters' names are reversed depending on the language.
I prefer to think of the rival as being Blue, and the female character as being Leaf, but then again, I'm an American who's only played the games and never read the manga. And apparently on DeviantArt it's much more popular to refer to Leaf as Blue, and Blue as Gary (stupid anime. No one wins if they call him that).
