Katz is the Modifyers equivalent of M from James Bond, right? Well, had the series been picked up by Disney Channel in the early 2010s, the series could've also had an equivalent of Q. He would be called Dr. Jhonen Tartakovsky (named after Jhonen Vasquez and Genndy Tartakovsky) and voiced by Billy West, using the same voice he used for Professor Farnsworth on Futurama. He's be the one supplying Agent Xero and other agents within the Modifyers with various gadgets, and is the father/creator of Mole.

He may look like an adult version of Dexter, but that's loosely based on the fact that he's named after the creator of Dexter's Laboratory.
