Tails is still pretty fast, even without flying. He flies to match Sonic's speed, if everyone was simply running, Tails would be the second fastest (Shadow uses his skates). I like him better anyway.

Actually, you can still without shortcuts.
That doesn't explain the time in Sonic Colors where Sonic can't move fast enough to get past Tails. Or the times when Tails is keeping up with Sonic (That actually happens more times than Shadow appears in a game at all.)
