Sorry for late response.
I'm not familar with GIMP, but it wouldn't surprise me if it was missing a warp tool being a freeware program. Have your tried the adobe photoshop free trials? Apparently (Im not sure as I have the full payed for version) you can like re-dowload them over and over so it is like having the program :3 That would mean you get access to all these other super useful tools.

Yes, elements is a good program, it isn't as advanced as CS, but it still has many of the good elements in it (Oh the pun...). So yay for you
