Well, the eye liner was made with the base image duplicated and set to black and white. I played around with the contrast (and curves) to make the b/w layer darker, then set it to multiply and add a layer mask. Now you can draw a dark line around the eye with the help of the layer mask (just be sure that the black and white pic is dark enough, but not too dark or it won't look realistic).
The red eye shadow was just a red colour layer set to overlay. Hope this helps
