She doesn't understand normal human behavior and is trying to teach her what it's like to be a person so to speak, so he's taking her around and letting her buy stuff... The ancient Goddess seems to be selecting all sorts of.... interesting outfits though which has left him in an awkward state. Maybe at the next place she'll decide to find pants at least.
