yes but the zip didnt have the model enless unity doesnt want to give me it, i tried redoing the zip 7 times and redownloaded multiple times

U use Unity? But this model is for MMD. Maybe if you want to use it in Blender or Unity, use a MMD plugin

I downloaded the model and I say I like it tho I did catch a issue however that the core thing on her forehead isn't rigged in properly and whenever I move the model that thing move wildly on it own just want to point that out.

It's not a problem, it's just a... thing I like to add to models like her. Anyway it's really hard on this model, not your fault though. I don't know if I can after all 
Basically I want all the pink parts on her to glow like they have lights behind them. and all the blue parts, and maybe the white parts. but I'm having a hard time getting it to work right now. I don't know the good way of doing it though. just the sloppy hack job way of doing it.

About glowing, u mean it will glow when u add effect in MMD? Or it glow from the start even without any effects

glow after the effect autoluminous (or others maybe, I think.... I think there are others)..
Anyway like this. I tried to edit yours, and spend a long time trying to just do the boot, and I'm not happy but it sends the message... again, the model is great, the fault is mine, I don't know how to do it well qq.

It took me like an hour just for the shoe, not even both shoes. and that's an easy part. Those rings will be crazy.
I wont give up but.. I'm going to try to find a better way. I'm scared there wont be one though without me having something like maya or 3dsmax though.

Well about the wings, those line is separate mesh, u don't need to separate them, and the shoes, if u don't want to do other shoe, use mirror trick
