Actually he gave up not too long ago when one of his friends died... He stoped saving peoples and decided to retired.

He travels alone in his blue box threw time and space but I really feel sorry for him, he must feel awfull. He knows he shouldn't take any companions with him because he risk theire lives but imagine spending an eternity flying in a blue box fighting monsters alone. He tries not to take peoples with him but sometime he doesn't have a choice and this is one of these times. There is just one rule when you travel with the doctor.

okay, also my other theory is that the problem that doctor hooves was talking about with maxwell was sombra escaping and traveling through time then captures both maxwell and doctor hooves taking the form of maxwell and traveling through time to mess with history not only to rule the world in the future but ruin maxwell's good reputation at the same time!!!
