I think the Item Drop System works like that.Gaben watching everything,the Admin telling to robots what to give to players.How you can see,there are a lot of Mann Co. Supply Crates,4-5 robots with weapons and only 2 robots with hats.True story.Related content

So that's how it works.
Hehehehe - that's why I usually leave better weapons for later, and the bad one, I craft into scrap metal. After many repeats, I will get finnaly my hat!

I usually get more weapons and 1 crate per one gaming session 
And I would add 1 robot with miscellaneous.
