Character Info
Kaku Fukui (福井格 Fukui Kaku) is a young man who was recruited by his parents at Kataskopos. After recieving the CipheRiser and Progrise Keys from Nabi, he fights as Kamen Rider Cipher (仮面ライダーサイファー Kamen Raidā Saifā) to stop the rampaging Magias.

Background
Kaku got recruited by his retired parents at Kataskopos (カタスコポス Katasukoposu), a spy agency which designed the special gadgets, as well as the devices & weapons for the "Rider Project". Their task is to prevent cyber-criminals from hacking machines. Iris (アイリス Airisu) is an A.I. Satellite that provides a connection network for the Kataskopos' gadgets and the Rider Project, allowing Kaku to transform into Cipher and guided by an Operator-Type Humagear named Nabi.

Cipher turns his body into shadow and attacks the enemy from different directions. As he jumps out of the shadows, while in the air, he glows with indigo energy and comes down with an energy robotic claw, striking through the enemy.
