I picked the fourth doctor mostly because of his design. It seemed more like a Phineas and Ferb character.

I honestly wouldn't know. I haven't seen a single episode of Doctor Who. (It on my to-do list, though.) But I am smart enough to look up the characters. That's how I chose which one I would transfer into PaF style. I jut choose the most colorful one.
Plus, the Fourth Doctor was also referenced in the Darkwing Duck comics.

Well, i first wasnt interested, but i saw one day an episode and fell in love with the doctor... Its like sometimes you feel the need of punching him xD
And no matter what he does, his hair keeps perfect! XDDDDD
