In this pic, not only is Baloo gagged with a sparkling gold piece of cloth, but he is also clad in a matching sparkling gold speedo. With that gag, his hands are repelled from it, keeping them away from removing it. But with that speedo, his arms, legs, hands, and feet are kept from moving, so he can't escape. Both the gag and the speedo are magic, so there's nothing Baloo can do to escape.
