Patch is now a prisoner in the Undies-Dungeon. Just like all the other prisoners there, he’ll be a prisoner there forever with a pair of underwear as his only article of clothing there, but at least he and Max will be together forever.Patch (c) Disney

Forever? Wow! They either want to stay there, or their chains are too strong to escape from.
Will they just be chained up there for all time, or will they be taken down for other things?

Whether they want to stay there or not, that’s how long they will stay there. Chains are not always used in the dungeon, but whether they’re restrained by anything or not, there’s no chance of them or anyone else there escaping.
They will be out of those chains. The chains are just used on the prisoners occasionally.
