Description
The corrupt and amoral mayor of Marine City Duncan Williamson used his power to hide his growing criminal operations while hiding behind the façade of a dedicated politician, using his station as mayor he released thugs from prison and payed them to commit many illegal activities that furthered his claim. When the Wonder emerged Duncan became threatened by the hero and sought to turn the city against him, only for the people to learn of his unethical activities. Becoming desperate Duncan used a shard that he found and exposed himself to the strange energy, giving him the power to control peoples perspective, actions and opinions using his voice, a form of vocal mind control. With it Duncan turned the citizens into his personal army to attack the Wonder, but the young hero broke his control and exposed all his crimes, forcing him to go under ground. Swearing revenge Duncan used his power to become a mob boss, expand his new organization and become a dangerous enemy of the Wonder, the Sinister Silvertounge.
