Yea, it's a nice guide but orthodox and not even related to vectors at all. More of a brush technique.

Actually, it refers to the Ink tool in Photoshop, which is pretty much a vector tool.

The only vector tool in Photoshop is the pen tool, if that is what you are using?

Or you can try the cheapo method:
In photoshop: Filter --> Artistic --> Cutout
8 levels, edge simplicity 0, edge fidelity 3
