Hmmm, I'd still say that it might be Heph he made that promise with. It could be a pretty 3rd person way of saying, "It's okay, kiddo." But we'll see.

Do ghost types ever sleep? I feel like if they did, they'd have a very light sleep and only do it for a few hours, like natural insomniacs

Yes, ghost types sleep, just not as much because of the way their body works. The way their energy works lets them shift into an incorporeal form that doesn't expend as much energy as a solid mass. So yes, they are often called insomniacs, but it is not detrimental to their health
