A gift for ~xxMusicalMime , as a sign of apology. :/Needs more practice with perspective... and typography. It sucks. I know! DX
Now to share a fun fact with you, guys.
Originally, Evil Flippy (Fliqpy) has yellowish green eyes in regular HTF episodes. But did you know that in W.A.R. Journals, he actually has red eyes? And since my art was like W.A.R. Journals-themed, why not draw him with red eyes then?
*sigh* I think I explained too much. Hope you'll like this one... I think. :/

As for you questions...
1. I only use SAI and Adobe Photoshop. But I think Gimp and Illustrator can be an optional choice, too. ^^
2. I only use my laptop's trackpad in making this. I don't have a tablet. :/
3. I used a customized Photoshop brush in doing this, which is also downloadable (Photoshop does not provide it and you have to manually download it.) But you could also make fun with brushes and the Blur/Smudge tool if you don't have that kind of brush. As for shadowing, I did that on SAI. First, you add solid colors (let say Flippy's fur, which is green). Then you add another layer on top of the previous one and click "Clipping Group". There, you can freely shade your art with a darker shade or color by simply using a brush. Or, you could just use Photoshop. In Photoshop, instead of adding another layer, you only lock the transparency of your current one and then you can now freely shade your art with either a round brush or airbrush.
