Hahahaha! I'm the second person I know of to submit HTTYD/ATLA crossover stuff. Too slow!

It's not a perfect crossover of characters, so stick with me.

Inspired mostly by Hiccup is Sokka. The clumsy inventor who wants to be a warrior viking but has terrible luck. Until the day one of his inventions happens to work.

With the scowl on her face is Toph. Her appearance is kind of a combo if Ruffnut and Astrid, and is more Astrid in the part she plays. She is uncompromising and competitive.

Above her is the delightfully different Aang. Raised in a Viking Society rather than by detached monks, he loves meat, is a good fighter, and is very proud of his heritage. His appearance is pretty much all of the boys put together. He has a thing for the Chief's daughter.

Next to him is Katara. Sokka's younger sister, but the absolute pride of the village. She is a fierce, competitive fighter, ready to carry on her tribe's traditions and wars. As of now, she'd make a better chief than Sokka, but her father has to recognize his first born. Her appearance is a combination of Ruffnut, her clothes from Avatar, and Snoutlout's helmet.

Down at the bottom is Zuko. I wrote "I hate dragons" because of the scar, but as Maren pointed out, he's probably actually pretty proud of his scar due to the Viking Society's admiration for them. His appearance is a mix of Tuffnut and Snoutlout. He's the big buff viking teen, with more of an aggressive head-on approach then Aang's darting and dodging prowess.

Not shown is Azula, who will be playing the part of Zuko's sister (kind of like Tuff and Ruff), and was originally designed with some of Astrid's outfit. She's a perfectionist but not a crazy homicidal maniac. She can be a bit malicious and has very little sympathy for dragons or those injured by them.

And of course, the dragon under Sokka's arms. Should he be Toothless? Should he have a different name? I dunno.
