The Monroe doctrine originates in the 18th century. Its basic principle was "America is of the Americans" and is understood as the main ideology against the South American intervention of the Holy Alliance.
In the Cold War, the Monroe doctrine was revived as the substitute for the Brezhnev doctrine (if Socialism is threatened in a Socialist state, the other Socialist states are to intervene), as this method was considered ethically incorrect by Gorbachev. So, Gorbachev substituted it with the Monroe doctrine, which now meant (and means till today) that a country has its sphere of interest and will keep this sphere under its watchful eye.
Anyway, I thought that border skirmishes could be ideologies by both sides as a practical implementation of the Monroe doctrine.
