Description Behind their deliberately ambiguous masks, each member of the council wears his own distinct expression. The politics of human interaction never reveal anything of the enigma, or of it's essence, and yet the robed secrets of the individual drive the ever shifting collective towards it's inevitable outcome, so that each man's hidden motives, every fear concealed, and all deeply held desires, shall eventually be counted in the vote that governs what is to be, and what is not.

And the council designs the future and the child has no voice in the matter for the council is only interested in the propagation of itself and its agenda, the soothing of its fears and the feeding of its conceits.
Hope this is not too much of a tangent, but this is what it says to me. Very nice image.

Nice interpretation - and though the child is seemingly innocent and without voice, he is already masked with the same fears and conceits, against his will perhaps, but ultimately society is something we have no choice but to grow into.
