Anyways, I really like the idea of this character, her expression is really cute, she looks really happy which is always a plus in my book! ^^ Her attire is also quite adorable as well!
There are just a few things I feel you should change:
First: I feel studying human anatomy might be a wise idea, I struggled a lot with my drawings when I first started out, but after learning more about human anatomy, it really helped me a lot, and it may help you a lot as well!
Second: Practice with shading/blending: Though I really like the idea of the dress, I feel it would look a lot better if you blended in some of the colors, especially at the bottom. Also, add some other colors besides just green, maybe some blues would look good with the dress, maybe even some red, who knows? Just play around some more with the colors, maybe you'll find a palette you really like!
Tutorials are always a good thing to look into, as well as some speed paints on YouTube, they can also be quite helpful, at least in my opinion.
Overall, I think you did a nice job on this character, and I hope to see more of your pieces in the future! Have a wonderful day my friend!! -^^-

The hair looks great on her~ Green pigtails are just wonderful.
I like the mixture of warm and cool colors here - helps the character stand out. Plus, the contrast between dark and light colors look really good, too.
I would recommend trying to come up with some negative traits for her. It helps develop her personality even more. ^^
The shading on her dress seems a little odd. It's kind of splotch-y, and makes it seem randomly done. Other than that I like the shading/highlighting on this piece. ^^
