I assume you meant 3x3 38cm cannons not 9x3 or 3x9 because such turret or such number of turret would be more than non-practical!
You have 5 Gas Turbines of the LM2500-40 type (LM2500+) which each produce 40.700shp and should produce a total of 203.500shp yet you only have 88.000shp less than a half of that! Something is very wrong here! Not to mention it looks like it have 4 shafts but 5 turbines! The number does not add up.
While the turrets are widely placed from each other giving stability for them I find the gun barrels way too long, like /65 calibre not to mention they are seem oversized and the aft turret is unreasonably highly placed. Many short range weaponry but no long range SAM capability meaning the ship is good for fleet defence at close range but useless at radar range.
Not knowing the displacement of the ship nor if it carry any armour I think it is a very top heavy design.
