You need Adobe® Illustrator CS6 to open/modify it (yet, you can use Photoshop to open it, but you will not be able to modify it).

Remember that you can download the file and try to create a custom one yourself. Opening it with PS let you to open a high resolution file which you can position and scale to fit your needs.
If you open it with Ai you can have more control over the elements and colors.
