I don't know... It's hard to say which one would work better. The thing is that Tigerstar attempted to unite all of the clans and we all know how that one worked out :/ Sometimes I feel like being unified would work better but other times I think being separated is probably for the best.

But it's like when Sol got shadowclan for a bit. But, after a while, they believed in starclan again. right? So, if they got together without a hateful ruler, then it would be better. Like if Firestar brought them together. he's a good leader.
