Oh yes. Take the first dragon created in Tolkien's universe, Glaurung. He was the father of all dragons, and a master at manipulation. It was once said that Glaurung erased a human woman's mind of all her memories and sense of identity just by meeting his gaze, and he left her where she stood for nearly a week. She regained all that she lost when he returned it as he lay dying after a battle.
