Wouldn't she still be the same height at 25 that she was at 20? Most women are usually done growing by sixteen.

She still works for the Galactic Armada at that age, but she is allowed to go home at certain times. The way I see it, Aliens are supposed to be committed to work most of their time for the Galactic Armada. But I guess with Lilo, who always puts her family first in any situation and becomes homesick easily, is given the chance to visit them. While she's home, Gantu or Stitch would temporarily take her place.
I guess Lilo has it easy since she has a good friendship with the Council Woman, that and she's still the Galactic Federation Ambassador to Earth and sole guardian of Stitch's cousins, so she still has an important job to do at home.

Oh yeah, but since money is different out in space than here, Cobra Bubbles makes sure that whatever they pay her is exchanged to US money. Since she has experience and what not with aliens, the US government asks for her visits constantly in secrecy. So I guess she gets extra from them for information as well.
Lilo makes sure that part of her money is given to Nani and David. Stitch and Jumba do share, but decided to save most of their money for their little nephew's (Nani and David's baby) future. Pleakley has decided to dedicate his time to be Nanny/Auntie of the new baby, so he too relies on Lilo, Stitch, and Jumba's share.
Nani and David still work, but there is no need to, because they are now the wealthiest couple in the US.
