Actually, it was not. ((Are you talking about 10 Minutes To Doom? I read the script, and there was nothing romantic about it. Besides, Jhonen already confirmed that there is no love or romance in the show, so I don't see why ZaGr would be an exception)). To be fair, it's not just ZaGr, I dislike all Gaz pairings for the same reasons.

Actually it was. Eric Trueheart, the series head writer, confirmed as much. He even reaffirmed this at InvaderCon 3 this year. The alliance between ZIM and Gaz was to come leading into the series finale, Invader Dib.
 

In it, events unfold that unite the two. During the finale battle, it is Dib - allied with the previously unseen Meekrob (Dib was made a commander of their armies) and the Resisty alongside a vengefully deflective Tak (she went against her own species, not just because of her hatred of ZIM, but because the others had forsaken her following her failure in Tak: The Hideous New Girl to rid soon-to-be-former Tallest, Red & Purple, of then-considered-defect ZIM) - against ZIM and his small band of allies (Larb, Zita, Skoodge [whom ZIM would basically have had as a basement roommate in post-season 2 seasons], and Tenn [she would be rescued by the others following her kidnapping by the Meekrob]). Just when it looked darkest and the Irkens seemed doomed to extinction - especially following a scene of all Irken life presumably being eradicated, whether this was a real event or a simple vision on the part of either Dib or ZIM - a hooded figure would emerge from the shadows to convince ZIM's rebels to continue the fight. Somehow, ZIM would come out as a unlikely hero, saving the Irken species from near destruction, in part thanks to this hidden helper. The thing is, this mysterious assistant would have her eyes be visible when she was concealed and they would appear to be amber/hazel-colored, therefore revealing that Gaz was the person in question, siding with her brother's rival instead of keeping family ties. The end result, per Eric Trueheart's plot, would have Gaz going with ZIM to Irk after the remnants of Dib's forces - Tak presumably included (as she was to return as the villain of the Spookies episode) - were banished to the remote corners of desolate planet Saturn.

Given this sort of outline, this would thus basically make ZAGR and DATR not only the most likely pairs, but the only true pairs…period, since the plot all but confirms the pairings being added, in effect showing them directly in existence instead of a word-of-mouth declaration of them being canon. In this case, actions really do speak louder than words!

As for Jhonen, he always likes to rile up fans, so most of what he says can be taken with a grain of salt. However, despite the "ll-prone belly" comment (largely directed towards ZADR [which he barfs at, since they're frienemies at best per Mopiness of Doom and loathsome adversaries at worst] and ZATR [to paraphrase his own words, ZIM and Tak would rather kill each other than be together]), he did reportedly say at a convention that "if romance were put into the show, [he] would've paired ZIM and Gaz as a couple, and thus she would be, perhaps, the only human that the Irken Empire would would spare from the Organic Sweep or enslavement."

But even in the already-aired episodes, there was something going on regarding Gaz and ZIM, even if it was subtle.

1. The Invader ZIM wiki has posted some commonalities between the twisted Irken and Dib’s scary sister, pointing out that both of them have “their mutual hatred of Dib, and desire to cause him great pain. They even have a loathing for Earth itself. Also, both Zim and Gaz have a penchant for being melodramatic and both have a love for destruction. Both can also be very determined and can be rather stubborn. They also share common interests, such as a surprisingly high tolerance for GIR and his hyperactivity.”

2. Though ZIM often dismisses Gaz with a brush-off when dealing with both her and Dib together (most likely as a result of his rivalry with Dib), the wiki states that “it is hinted in Future Dib that he thinks she's scary and might be intimidated by her, which is not unlikely, considering that Gaz frightens most children and adults she comes into contact with.”

This proves that even the presupposed almighty Invader feels threatened when in the presence of someone who might actually be better than him on a planet he thinks he was sent down to conquer. The wiki continues to point out that ZIM’s sense of inadequacy around Gaz “becomes even more apparent later in the same episode, when the ZIM-controlled Dib Robot-Spy appears to have a spastic fit in front of Gaz, enraging her", which is somewhat funny, because in the same episode, ZIM has the robot try to appear as real as possible to see what Gaz might know about the real Dib’s plans to thwart ZIM’s latest scheme to dominate the world. In fact, he even programs the robot to say, "Of course, my scary sister, I obey”, while following a hand-clasp-and-smile command, to play up Gaz‘s own control over her brother, despite Dib being the elder sibling.

Since ZIM is auto-controlling the robot, this hand-clasp-and-smile action actually coming from ZIM and it being directed at Gaz, of all characters, might be one of 4 choices:

(1) ZIM still trying to grasp human relationships after the fall out with Tak, as the events of Tak: The Hideous New Girl had occurred previously.

(2) ZIM truly being enamored with what Gaz might know about her brother’s comings-and-going concerning their rivalry.

(3) Both choice #1 and #2 simultaneously.

(4). Or just maybe even perhaps something even deeper, especially considering that in the director’s commentaries for the previously recognized Tak episode, it is suggested that “Gaz is ZIM’s potential love interest” (besides complementing Richard Horvitz making ZIM-centric jokes concerning all the relationships at InvaderCONs but stating that he has found ZAGR to be “cute” in personal emails to certain fans like BriteStarRobot , this also complements the admission from Melissa Fahn - the voice actress for Gaz herself -

 that “Gaz can love, she‘s just better than anyone else“ on the commentaries for The Most Horrible X-Mas Ever, a response that was done to counterpoint Jhonen‘s comment of how Gaz‘s hatred helped to fix the broken space vessel Tak had inadvertently left behind in her departure).



Choice #4 would seem the most unlikely, were it not for the telling fact that the robot doesn't even replicate the movements ZIM instructed it to perform, instead opting to place a hand over where its heart might be as if promising something.

Actually, ZIM waving off Gaz as less competent than himself before having his own failings exposed when Gaz proves herself as not only his equal but a potential superior seems to be a running theme through the series (made all the more interesting when it is agreed upon by both creator Jhonen Vasquez and Melissa Fahn herself that Gaz is the smartest character in the entire show, as mentioned on the DVD commentaries for the series).

Besides Future Dib, we've seen instances of ZIM's overlooking of Gaz's abilities to prove herself against him in Bloaty's Pizza Hog (demonstrated when ZIM triumphantly told Gaz he expected to be amused by her "pitiful" attempts to get Dib out of an "impenetrable" containment tank that ZIM made himself, only for Gaz promptly kick the tank lightly, causing the entire thing to shatter and flood the room, allowing her the chance to plot an escape and during said escape, she proves herself to be every inch as good--if not better--than ZIM, even sparring him a smirk and a wave as she goes literally cockpit-to-cockpit with ZIM’s ship to show off her prodigious piloting skills), Rise of the Zit-Boy (demonstrated when a mere threatening growl from Gaz causes ZIM to acquiesce to her wish to be left alone when he fails miserably at attempting to brainwash her with his mind-control zit named Pustulio, just as he had many other schoolchildren), and NanoZIM (demonstrated when Gaz easily beat ZIM in what she thought was a simple online videogame, potentially carrying the concept from the pilot episode--which bears the inconsistencies of Gaz not only repeatedly smiling at ZIM, but also having her be the one to save ZIM from Dib’s first-ever tirade against ZIM’s plot to take over Earth for no definable reason at all [unless there‘s something hidden there, heh]--that ZIM and Gaz apparently have a fondness for playing games, whether it just for a pastime [Gaz] or if it is an intricate plot for global domination [ZIM]).

Note: A counterpoint to Rise of the Zit-Boy exists in The Voting of the Doomed, because though it is publicly shown that Gaz had cast her vote for Willy in the school‘s student election, upon closer inspection (and mentioned directly by Miss Bitters on how the voting monitors work) when noticing ZIM’s popularity level, Gaz’s monitor blinks green to show that she would’ve actually voted for ZIM instead and when ZIM is shown giving his “Salted Nuts” speech, Gaz is shown actually cheering for ZIM, but what’s notable about this besides the change in vote is that, unlike all the other kids, Gaz is the only one without a brain monitor (a device that ZIM had replaced with the usual ballot monitor to ensure an easy victory to win the school election).

Note: Adding to the humiliation of being defeated by his nemesis’ little sister on a consistent basis, Gaz has admitted twice that, though she knows that ZIM is an alien, he is too “dumb” to take over Earth (told to the Shadowhog in Gaz, Taster of Pork) because “he’s so bad at it” (as she informs her brother in Bloaty’s Pizza Hog).

In other words, she either might be saying that she could do a better job herself (which is certainly an easy and probably accurate assumption) or she’s saying that the only way ZIM would be able to fulfill his mission is for him to actually ask for help from a presumably unlikely source…her. This would, of course, lead to the events of Invader Dib.
