Garry's Mod is a sandbox game created by Garry Newman that uses content from other games that a person can manipulate to create almost anything.
Garry's Mod runs on the Source engine, so to use it, one needs to buy a Source game (eg:Half-Life 2, Counter Strike Source, Team Fortress 2, Left 4 Dead, Portal).
Most people use Garry's Mod to make videos, comics or, as you can see here, just pictures. A person need not be limited just by the standard content that comes with the game, as there is a whole website where people have created and posted custom content for other people to use[link] .
On October 24, a new version of the program will be made available (whether the beta will be complete, or you will have to pay for it, I don't know) so many things on the site I posted may not work.
