I love its design and this art of it! I just wish it was a bit more useable in game earlier though. If you get a Thunder Stone early and a wild Pikachu, you can just evolve it and use the improved move tutor to make Raichu battle ready

I get where you're coming from..but in some regard, some would take it for using the Lt Surge logic from the anime, evolving a Pokemon as soon as they got it, and thus missing out on some moves that could prove useful.

In other generations, that would be true since Raichu only learns Pikachu's four base moves via tutor. In this one though, the move tutor allows it to learn any move that Pichu or Pikachu is capable of learning the second it becomes a Raichu.
You can have a level 16 Raichu that can learn Thunderbolt or Thunder via move tutor, yet Pikachu has to be leveled to the mid 30s just to learn Thunderbolt
