It's a gigantic world famous museum kept in what was once a palace. It's the place where they keep the Mona Lisa, Venus de Milo, and several important Picasso pieces just to name a few.

Taken from a distance, which flattens perspective some. Also as other's have stated it looks like a tilt-shift lens was used so the plane of focus isn't a fixed distance from the lens like normal but is instead parallel to the ground, or at least closer to parallel so more of the ground is in focus than should normally be possible. The effect is kinda strange.

There are two ways; in camera or post-process.
To do it in-camera, you need to use a special lens called a Tilt-shift, typically used by architectural photographers.
Or alternatively, you can do it afterwards in Photoshop by duplicating the photo's layer, adding a layer mask with a gradient, and then applying a Lens Blur filter to achieve a similar effect.

This is taken from a great angle and I love the use of tilt shift, if that is what you used, to get the selective focus effect. This is one of my favorite places in Paris. Very well done.
