I hope they were just pulling the train in Over a Barrel because it was broken down >> I don't know but that just seemed too silly for Equestria.

In the other episodes it didn't show them pulling the train so maybe it was broken? maybe rapid advances in technology? If it was broken, why were they pulling the what looked like engine? Yes, the whole thing is pretty silly

The mere presence of the steam engine implies that they had the tech, I guess it was just there as a "Lol ponies do it differently" gag. I think it's safe to just say that Equestria has steam engine tech, if anything they can enchant things anyway. Admittedly it was cute that the train pullers were dressed up as conductors.
