Here is your critique!  
This is so cute! I actually really love her facial proportions, her eyes are so wide and innocent. It creates a really great sense of character and personality, and gives you a clear insight into what sort of person this character is. Your linework is very definite and clear, which is awesome. The simple portraiture composition with the subject in the centre works very well too - it gives a really classic feel and draws your attention right to her face. I also love how you've done the facial features - the little turn-up of the nose is so well done (I can never do anime noses side-on, they're beyond comprehension to me XD) so major props! The simple colour palette is nice too, and I like the little extra details like the earring and the curls to her fringe - it adds that little extra dash of personality and visual interest ^^
One thing I do notice about her facial features though is that I think her ear is just a tad too far up her head. They're usually about in line with the eyes rather than above them; the diagram at the top of this tutorial might help you out - Facial anatomy tutorial  As for the colouring part, I think you've done quite well! It really just takes practice to try and get a solid colour One thing that you could do to help with that is have a light source within the drawing - this will cast shadows and create highlights in the places the light would hit. For example, in this if you had a light on the right, the left side of the face, hair, neck and clothes would be in shadow Adding some texture and folds to the shirt would also really help to add a bit of extra visual detail to the drawing. References and studies are usually the best thing to help you out with this part ^^
