I know that it is kind of silly discuss about the levels because what matters in this paint is the art. But let's dive into it.
If the monster level is 666 and the litle kid's level is 23, so 29 kids (a school classroom) could beat the monster (29 kids * 23 level =667). And 10 warriors with level 64 could defeat the monster (or let's say 20 to be sure). In my opinion an army of 1000 warriors could beat a monster like that, in 666th level. Soo, the monster level shoud be 64,000 (1000*64).

If they were to combine their attacks into one big mega attack, sure, they'd be on par with it, but it could easily whittle down the army since it's attacks would be bigger and could take them out in one shot.
